Texas childcare centers are licensed by Health and Human Services Commission (HHSC). As the second largest state, Texas has extensive childcare regulations under TAC Title 26.

Texas Ratio Requirements
Texas HHSC sets minimum staff-to-child ratios under Title 26 Texas Administrative Code (TAC), Chapter 746 (Child Care Centers). These ratios are among the most commonly referenced in the country.
